No. Many can. When the failure is on the surface — grout, silicone, joints — a repair works. When the waterproofing membrane behind the tile has failed, tile removal is often the only reliable fix.
How do you know it is the shower and not a pipe?
A quick dry-off test, plus checking the pattern and location of damage, usually separates a shower-enclosure leak from a plumbing leak. If it is plumbing, you will need a licensed plumber — we will say so.
